1. Introduction

The Hed-Core Academic Commons (“the Commons”) is a collaborative platform designed to connect faculty, policymakers, civil servants, NGOs, professional bodies, and independent scholars. These Terms of Use establish the legal and ethical framework for participation and use. By registering as a member or using the Commons, you agree to abide by these Terms, along with the Community Guidelines, Privacy Policy, Accessibility Statement, and Data Management Policy.

2. Membership Eligibility

  • Membership is open to individuals and organizations engaged in research, policy, practice, or knowledge exchange.
  • Applicants must provide accurate and verifiable information during registration.
  • Membership categories include Faculty and Researchers, Policymakers and Civil Servants, NGOs and Civil Society Organizations, Professional Bodies, and Independent Scholars.
  • The Commons reserves the right to approve, deny, or revoke membership at its discretion, particularly in cases of misrepresentation or misconduct.

3. Use of the Platform

  • Members may access repositories, forums, working groups, and events according to their membership category.
  • The Commons must not be used for unlawful activity, commercial advertising, political campaigning, or dissemination of misinformation.
  • Members are responsible for safeguarding their login credentials and must not share accounts.
  • Automated scraping, data mining, or misuse of platform resources is prohibited.

4. Content Sharing and Intellectual Property

  • Members retain ownership of any content they upload, including publications, datasets, reports, and educational resources.
  • By uploading content, members grant the Commons a non‑exclusive, worldwide license to host, display, and share the material for academic and collaborative purposes.
  • Members must ensure that uploaded content does not infringe on third‑party intellectual property rights.
  • Proper attribution is required when reusing or referencing content within the Commons.
  • Content may be subject to open access licensing unless otherwise specified by the contributor.

5. Data & Privacy

  • Personal data is collected and processed in accordance with the Commons’ Privacy Policy.
  • Members must respect the privacy of others and refrain from sharing personal information without consent.
  • Sensitive datasets must comply with ethical standards, anonymization requirements, and the Commons’ Data Management Policy.
  • The Commons will not sell or disclose member data to third parties without explicit consent.

6. Community Conduct

  • Members must adhere to the Community Guidelines, which emphasize respect, inclusivity, and intellectual integrity.
  • Harassment, discrimination, or abusive behavior will result in disciplinary action, including suspension or termination of membership.
  • Discussions must remain professional, evidence‑based, and aligned with the Commons’ mission.
  • Members are expected to contribute constructively to collaborative projects and forums.

7. Accessibility

  • The Commons is committed to inclusive participation and complies with accessibility standards outlined in the Accessibility Statement.
  • Members are encouraged to contribute content in formats accessible to diverse audiences, including those using assistive technologies.

8. Enforcement and Termination

  • The Commons reserves the right to moderate discussions, remove content, and restrict access where policies are violated.
  • Membership may be suspended or terminated for breaches of these Terms, misuse of the platform, or unethical conduct.
  • Appeals may be submitted through the Governance framework for review by the Commons’ oversight body.

9. Liability and Disclaimer

  • The Commons provides resources “as is” without warranties of accuracy, completeness, or fitness for purpose.
  • Members are responsible for verifying information before applying it in research, policy, or practice.
  • The Commons is not liable for damages resulting from misuse of content, reliance on information, or technical issues.
  • External links and third‑party content are provided for convenience; the Commons does not endorse or guarantee their accuracy.

10. Amendments

  • These Terms of Use may be updated periodically to reflect evolving practices, technological changes, or legal requirements.
  • Members will be notified of significant changes, and continued use of the Commons constitutes acceptance of revised terms.
  • Historical versions of the Terms will be archived for transparency.

11. Acceptance

By using this platform as a guest/user or registering as a member, you acknowledge that you have read, understood, and agreed to these Terms of Use, along with the Community Guidelines, Code of Conduct, Privacy Policy, Accessibility Statement, and Data Management Policy.
