The OSC is completely independent, non-commercial, and cross-sector. We combine an open-access archive with a live social collaboration network, allowing university researchers, independent scholars, NGOs, and policymakers to co-create knowledge on neutral ground.

Yes. Joining the network, creating public or private working groups, participating in forums, and uploading standard research documents, policy briefs, or datasets (up to 50GB) is entirely free. The Hed-Core Academic Commons is funded through philanthropic grants and voluntary institutional memberships from large-scale organizations.

The Hed-Core Academic Commons is an independent digital public infrastructure governed by a transnational, cross-sector Board of Stewards. This board consists of open-access advocates, active researchers, NGO executives, and legal experts. No single university, corporation, or government owns or controls the Hed-Core Academic Commons.

We welcome university faculty, independent researchers, citizen scientists, NGO practitioners, think tank analysts, policymakers, government workers, and representatives from professional bodies. We also allow public access for reading, downloading, and commenting.

We utilize a Tiered Verification Model during registration:

Automated Institutional Verification: If you sign up using a verified institutional email (.edu, .gov, or a verified NGO/professional body domain) or authenticate using an active ORCID iD, you are automatically upgraded to a Verified Member.

Manual Profile Vetting: If you are an independent scholar, journalist, or grassroots advocate without an institutional email, you simply provide a link to a professional footprint (e.g., LinkedIn, ResearchGate, or a portfolio). Our team reviews and approves these requests within 48 hours to eliminate automated spam bots.

Yes, absolutely. One of our core missions is to provide structural support to independent scholars. Once your document passes our light pre-publication gateway check to ensure it is a structured scholarly work, our back-end repository generates a permanent Digital Object Identifier (DOI) via DataCite, at no cost. The Hed-Core Academic Commons hosts two types of content:

Working Canvas Materials:

Early drafts, community forum notes, and collaborative group documents. These are fluid and unreviewed.

Formal Repository Publications:

Preprints, final policy briefs, and datasets. These undergo a Pre-Publication Gateway Vetting by our sector moderators. This check ensures the document is legitimate, meets ethical data standards, matches the metadata, and contains no plagiarism. It is not a full double-blind peer review, though groups can use our private workspaces to conduct their own blind reviews before archiving.

Yes. Our formal repository layer relies on InvenioRDM / Zenodo infrastructure, which fully supports OAI-PMH protocols and outputs standardized Dublin Core and DataCite JSON metadata. Google Scholar, BASE, and other major open science search aggregators index our repository automatically.

We support text manuscripts (PDF, Markdown), raw datasets (CSV, JSON, XLSX), code repositories (ZIP), and multimedia outputs like infographic packages or video summaries. Individual file uploads up to 50GB are completely free. If your project requires enterprise-level data hosting beyond 50GB, contact our technical support team to discuss dedicated cloud storage options.

Never. The Hed-Core Academic Commons operates on a strictly Creator-Retained Copyright Model. You grant the OSC a non-exclusive license to host, display, and archive your work, but you maintain 100% ownership of your intellectual property.

When uploading to the formal repository, you must assign a Creative Commons (CC) license to your document:

CC BY 4.0 (Attribution): Recommended for papers and policy briefs; allows maximum public dissemination while legally mandating that everyone cites you as the author.

CC BY-NC 4.0 (Non-Commercial): Restricts commercial entities from profiting off your work without explicit permission.

CC0 (Public Domain): Mandated for raw datasets to allow global researchers to integrate your data into larger algorithmic models without legal barriers.

To maintain academic integrity and the stability of global citation indices, documents that have been minted with a permanent DOI cannot be deleted or modified arbitrarily. If you need to update a document, you can upload a new version. The system will link the two together, creating a clear version history while keeping the original historical record intact. Working files within private group folders can be deleted at any time.

Public Groups: Anyone on the platform can see the group, read the discussions, and look through the file directory.

Private Groups: The group name and description are visible in the directory, but users must click “Request Membership” to see the forums, shared wikis, or files.

Hidden Groups: Completely invisible to the directory. Members can only join via a direct invitation link sent by the group administrator. This is ideal for sensitive NGO field data compilation or policy analysis before public release.

Yes. Our back-end infrastructure includes a secure API gateway. Verified working groups can configure integration webhooks to synchronize development pipelines, fetch external data packages, or automatically push platform updates to other applications.
