Reporting and Enforcement Procedures

1. Introduction

The Hed-Core Academic Commons (“the Commons”) is committed to maintaining a safe, respectful, and productive environment. To uphold the Code of Conduct and governance framework, we provide clear procedures for reporting misconduct, enforcing rules, and ensuring accountability.

This page explains how members and users can raise concerns, how investigations are conducted, and how enforcement decisions are reviewed.

2. Reporting Misconduct

Members and users are encouraged to report any behavior or content that violates the Commons’ Code of Conduct, Community Guidelines, or governance policies.

How to Report

• Online Form: Submit a confidential report via the Commons’ reporting form.
• Email: Contact the designated support channel or Data Protection Officer.
• Anonymous Reporting: Members may choose to report anonymously, though anonymity may limit follow‑up communication.

What to Include

• Description of the incident or violation.
• Date, time, and location (e.g., forum, repository, event).
• Names of individuals involved (if known).
• Supporting evidence (screenshots, links, or documents).

3. Investigation Process

Once a report is received:

1. Acknowledgement: The Commons will confirm receipt of the report within 5 business days.
2. Preliminary Review: A governance officer will assess the validity and severity of the complaint.
3. Formal Investigation: If warranted, an investigation team will gather evidence, interview parties, and review relevant materials.
4. Confidentiality: All investigations are conducted with discretion to protect privacy and minimize harm.
5. Outcome: Findings are documented and shared with relevant parties.

4. Enforcement Actions

Depending on the severity of the violation, enforcement may include:

• Informal Resolution: Mediation or dialogue between parties.
• Warning: Formal notice of misconduct with corrective guidance.
• Suspension: Temporary restriction of membership privileges.
• Termination: Permanent removal from the Commons.
• Content Removal: Deletion of posts, datasets, or publications that violate policies.

5. Appeals Process

Members and users have the right to appeal enforcement decisions.

Steps

1. Submit a written appeal within 30 days of the decision.
2. Appeals must include grounds for reconsideration (e.g., new evidence, procedural error, disproportionate action).
3. Appeals are reviewed by an independent governance panel.
4. Final decisions are communicated within 45 days and are binding.

6. Transparency and Accountability

• Enforcement actions are documented and archived for governance review.
• Aggregate reports on enforcement are shared annually with members to ensure transparency.
• Oversight is provided by the Commons’ governance body to prevent misuse of authority.

7. Protection Against Retaliation

• Members who report misconduct in good faith are protected from retaliation.
• Retaliatory behavior will itself be treated as a violation of the Code of Conduct.

By joining and/or using the Commons, members and users agree to follow these Reporting and Enforcement Procedures. These processes ensure fairness, accountability, and the preservation of a respectful and inclusive community.
