1. Purpose

The Governance Framework ensures that the Commons operates with transparency, accountability, and inclusivity. It defines the structures, processes, and roles that guide decision‑making, enforcement, and member participation.

2. Governance Principles

• Transparency: Decisions and processes are open and documented.
• Inclusivity: All membership categories have a voice in governance.
• Accountability: Leaders and committees are accountable to members.
• Participation: Members are encouraged to engage in governance activities.
• Fairness: Policies are applied consistently and equitably.

3. Governance Structure

A. Governance Committee

• Oversees membership policies, enforcement, and appeals.
• Reviews applications, updates, and violations.
• Ensures alignment with Commons values.

B. Appeals Committee

• Independent body that reviews member appeals.
• Ensures fairness and impartiality in enforcement decisions.
• Issues final rulings on contested cases.

C. Working Groups

• Member‑driven teams focused on thematic issues (e.g., sustainability, health, technology).
• Provide recommendations to the Governance Committee.
• Serve as incubators for innovation and collaboration.

D. Member Assembly

• Open forum for all members to discuss governance issues.
• Provides input on strategic direction and policy changes.
• Meets quarterly (virtually or in person).

4. Decision‑Making Processes

A. Policy Development

• Drafted by Governance Committee.
• Reviewed by Working Groups for feedback.
• Ratified by Member Assembly through consultation.

B. Enforcement

• Violations reviewed by Governance Committee.
• Sanctions applied proportionally (warning, suspension, removal).
• Appeals handled by Appeals Committee.

C. Strategic Direction

5. Member Participation in Governance
