Hed-Core Academic Commons

1. Purpose

This document defines the rights of members within the Commons and establishes the procedures for appeals. It ensures that all members are treated fairly, transparently, and respectfully, reinforcing trust in the governance framework.

2. Member Rights

A. Access Rights

• Full access to the Commons Repository, forums, working groups, and events.
• Right to download, cite, and contribute resources in accordance with Commons policies.

B. Participation Rights

• Right to engage in discussions, collaborations, and projects.
• Right to propose initiatives, join working groups, and contribute to governance consultations.

C. Recognition Rights

• Right to have contributions acknowledged in showcases, reports, and events.
• Right to be considered for leadership roles and awards based on merit and engagement.

D. Privacy and Data Rights

• Right to have personal information protected under the Commons Privacy Policy.
• Right to control visibility of personal profile information.

E. Accountability Rights

• Right to be informed of alleged violations before enforcement actions are taken.
• Right to appeal enforcement decisions through a transparent process.
• Right to fair and impartial review of appeals.

3. Appeals Process

A. Grounds for Appeal

Members may appeal enforcement actions (warnings, suspensions, removals) if they believe:

• The decision was based on incomplete or inaccurate information.
• The process was unfair or inconsistent with Commons policies.
• The consequences were disproportionate to the violation.

B. Appeal Submission

1. Submit a written appeal within 30 days of the enforcement decision.
2. Include details of the decision, grounds for appeal, and supporting evidence.
3. Appeals are submitted via the Member Appeals Portal or designated email.

C. Review Process

• Appeals are reviewed by the Appeals Committee, independent of the enforcement body.
• The committee may request additional information from the member or relevant parties.
• Reviews are conducted within 60 days of submission.

D. Outcomes

• Uphold Decision: Enforcement action remains in place.
• Modify Decision: Consequences are adjusted (e.g., reduced suspension).
• Overturn Decision: Enforcement action is rescinded, and membership is restored.

E. Finality

• The Appeals Committee’s decision is final.
• Members may re‑apply for membership if removed, subject to review.

4. Member Responsibilities in Appeals

• Submit appeals respectfully and in good faith.
• Provide accurate and complete information.
• Accept the final decision of the Appeals Committee.

5. Commitment

The Commons affirms that recognition, enforcement, and appeals are conducted with fairness, transparency, and respect. Members are entitled to clear rights and a meaningful appeals process, ensuring that the Commons remains a trusted and inclusive community.
