Introduction

The Commons Journal operates under a defined set of editorial policies intended to ensure scholarly integrity, transparency, fairness, and consistency across all submissions. These policies govern what the journal publishes, how manuscripts are evaluated, how decisions are made, and what ethical standards all participants must observe.

Editorial policy is not only administrative; it is part of the journal’s academic identity. Authors, reviewers, editors, and readers should understand these policies before engaging with the journal.

Journal Purpose and Editorial Mission

The Commons Journal publishes work that advances knowledge, informs practice, and contributes to scholarly and public discussion in the Commons’ areas of concern. The journal seeks to support rigorous scholarship, thoughtful interpretation, and high-value contributions to academic and professional audiences.

The editorial mission is to:

  • publish high-quality scholarly work,
  • maintain fair and constructive review processes,
  • support open and credible knowledge dissemination,
  • preserve accepted outputs in the Commons repository.

Scope and Suitability

The journal publishes work that fits its intellectual and thematic scope. Submissions must be relevant to the journal’s aims and must offer a clear scholarly, conceptual, or applied contribution.

Manuscripts are evaluated for:

  • relevance to scope,
  • originality,
  • scholarly quality,
  • methodological soundness or conceptual strength,
  • clarity of writing and argument,
  • significance for the journal’s readership.

Submissions that are clearly out of scope may be declined at the editorial screening stage without external review.

Editorial Independence

The editorial team makes publication decisions independently on the basis of scholarly merit, policy requirements, and the journal’s scope. Editorial decisions are not influenced by institutional status, personal relationships, political preference, or external pressure.

Editors are expected to:

  • evaluate manuscripts fairly,
  • maintain confidentiality,
  • avoid conflicts of interest,
  • ensure that decisions are grounded in the journal’s standards.

Editorial Roles and Responsibilities

  • Editor-in-Chief: The Editor-in-Chief has overall responsibility for the journal’s scholarly direction, editorial standards, and final decisions on manuscripts.
  • Managing Editor: The Managing Editor coordinates workflow, communication, scheduling, reviewer management, and the administrative execution of editorial policy.
  • Handling Editor / Associate Editor: Handling editors manage the review process for assigned manuscripts, select reviewers, assess reports, and recommend decisions.
  • Editorial Board: The Editorial Board supports the journal through subject expertise, strategic guidance, and occasional review or advisory functions.
  • Reviewers: Reviewers provide confidential, expert, constructive assessments of manuscripts and help editors determine whether a submission should be accepted, revised, or rejected.

Peer Review Policy

The Commons Journal uses a rigorous peer review process appropriate to the article type and editorial model. Unless otherwise stated, the journal employs a double-anonymous or similarly blind review structure to support fairness and reduce bias.

Review principles

  • Reviews are confidential.
  • Reviewer identities are protected where the model requires it.
  • Reviews should be constructive, specific, and evidence-based.

The editor considers all reviewer reports before making a decision.

Review outcomes

The editorial team may decide to:

  • accept,
  • request minor revisions,
  • request major revisions,
  • invite resubmission,
  • reject.

Editorial Screening

All manuscripts undergo an initial screening before external review. This allows the journal to determine whether the submission is broadly suitable, complete, and compliant with basic requirements.

Screening checks typically include:

  • alignment with journal scope,
  • completeness of manuscript files,
  • adherence to basic formatting requirements,
  • ethical and disclosure information,
  • general scholarly quality.

A manuscript may be declined at this stage if it is clearly unsuitable or does not meet the journal’s minimum standards.

Decision-Making

Standards Editorial decisions are based on the manuscript’s scholarly contribution, the quality of the evidence or argument, the reviewer reports, and the journal’s standards.

The journal considers:

  • originality,
  • methodological or conceptual rigour,
  • clarity and coherence,
  • significance,
  • fit with the journal’s audience,
  • ethical integrity.

Editors may weigh reviewer recommendations alongside their own judgment. If reviewer reports conflict, an additional review may be requested.

Confidentiality

All submissions are treated as confidential documents. Manuscripts, reviewer identities, editorial discussions, and decision deliberations are not shared outside the editorial process except where necessary for publication or as required by policy.

Reviewers must:

  • keep manuscripts confidential,
  • not use unpublished material for their own work,
  • disclose any conflict of interest before agreeing to review.

Conflicts of Interest

Authors, reviewers, and editors must disclose conflicts of interest that could affect their judgment or the perception of the work. Conflicts may be financial, professional, personal, institutional, or otherwise relevant.

The journal may reassign manuscripts or reviewers where a conflict could compromise editorial integrity.

Publication Ethics

The Commons Journal follows core scholarly publishing ethics, including standards related to originality, authorship, plagiarism, citation, data integrity, and responsible research conduct.

The journal expects:

  • original submissions not under review elsewhere,
  • accurate authorship attribution,
  • complete and honest citation practices,
  • proper acknowledgement of sources and funding,
  • disclosure of reuse permissions where required,
  • full compliance with any relevant human/animal research ethics.

Plagiarism, duplicate submission, falsification, or unethical research conduct may lead to immediate rejection, withdrawal, or further editorial action.

Editorial Revisions and Resubmissions

Where revisions are requested, authors are expected to respond carefully and comprehensively to reviewer and editor feedback. The revision process is intended to improve scholarly quality, clarity, and precision.

Authors should:

  • address each comment systematically,
  • provide a response letter where required,
  • explain any changes made,
  • and justify any suggestions they choose not to adopt.

Substantial revisions may be sent back to reviewers for further evaluation.

Publication and Repository Deposit

Accepted articles proceed to publication through the journal workflow and are then deposited in the Commons repository for preservation, discoverability, and access.

The repository record may include:

  • article title and metadata,
  • authors and affiliations,
  • abstract and keywords,
  • the published PDF or final version,
  • links to related items or issue pages.

Corrections, Withdrawals, and Retractions

The journal reserves the right to issue corrections, expressions of concern, withdrawals, or retractions when necessary to maintain the integrity of the record.

Such actions may be taken in cases of:

  • serious error,
  • ethical concern,
  • duplicate publication,
  • undisclosed conflict,
  • evidence that compromises the reliability of the published work.

Reviewer Expectations

Reviewers play a central role in the journal’s quality assurance process. They are expected to provide timely, thorough, respectful, and evidence-based feedback.

A strong review should:

  • assess the manuscript’s scholarly merit,
  • identify strengths and weaknesses,
  • offer constructive suggestions,
  • avoid personal tone or unsupported criticism.
